From equipment automation to coordinated operations
The reported scope goes beyond automating individual machines. The program also includes a data-governance framework intended to support AI training with operational and logistics data generated at ports.
The initial technical work covers autonomous operation of cranes and automated guided vehicles, or AGVs, as well as unmanned systems for hazardous tasks such as container twist-lock handling and vessel mooring. Gong Du-pyo, director general of the ministry's port bureau, told UPI: "The goal is to move beyond unmanned automation toward physical AI ports capable of AI-based perception, decision-making and control."
Gwangyang test bed and Jinhae deployment
The ministry plans to use Gwangyang Port as a test bed for early deployment and verification. It is also considering an advanced port technology institute there to support data collection, technology trials, standards and performance certification before research results are rolled out at Jinhae New Port.
UPI reported that Jinhae's first phase is to include nine berths, 198 autonomous port cranes, 171 AGVs and an AI-based terminal operating system. The source put the first-phase infrastructure investment at about 7.92 trillion won, or $5.36 billion, and reported that the 198 cranes comprise 36 ship-to-shore cranes and 162 yard cranes.
The ministry is also considering an AI-focused data center in Jinhae's logistics hinterland and a proposed "Port AX" industrial cluster involving shipbuilding, defense and port-equipment manufacturers. Those elements remain planned or under consideration rather than completed projects.
