What the restrictions cover
The rule applies to new models, not equipment that had already received FCC authorization. The FCC FAQ states that existing authorized device models may continue to be imported, sold, and used, and consumers may continue using products they lawfully purchased.
The Verge reported that the FCC definition of an advanced robotic device includes a machine that can locomote, avoid obstacles, navigate, or otherwise move on the ground; senses its surroundings; and contains a network-connectivity chip. The definition also includes a weight threshold of more than 4.4 pounds, including a docking station where applicable.
Politico reported that manufacturers can seek conditional approval for new models through a waiver process involving the Pentagon and Department of Homeland Security. The FCC FAQ also notes that the restrictions do not govern equipment imported, marketed, or sold exclusively to the U.S. government.

The policy places networked robotics alongside power electronics in the FCC's national-security framework. Reuters reported that officials characterized the restrictions as part of efforts to protect U.S. AI infrastructure from disruption, data theft, and cyberattacks.
