US Government Suspends Foreign Access to Anthropic Models

The US government, citing national security authorities, issued an export control directive suspending all access to Anthropic's Fable 5 and Mythos 5 for any foreign national, whether inside or outside the United States, including foreign-national Anthropic employees, per Anthropic's public statement. Anthropic said it received the directive at 5:21pm ET on June 12 and, to ensure compliance, disabled both models for all customers while leaving access to all other Anthropic models unaffected. Per Reuters, U.S. Commerce Secretary Howard Lutnick sent a letter to Anthropic CEO Dario Amodei placing the models under export controls for any location outside the US and for all foreign persons within the country. Per Axios, the Commerce Department acted after another company claimed it could jailbreak Mythos, alarming the administration about national security risks; the administration had previously tried to get Anthropic to pause releasing the latest models but was unsuccessful, per Axios.

Per Anthropic's statement, the government provided only verbal evidence of a "potential narrow, non-universal jailbreak" that "essentially consists of asking the model to read a specific codebase and fix any software flaws." Anthropic reported it reviewed a demonstration and found only previously known, minor vulnerabilities. Per Anthropic, the capability level demonstrated is widely available from other models - the company specifically cited OpenAI's GPT-5.5 - and no universal jailbreak has been found that can broadly bypass Fable 5's safeguards. Anthropic also noted that Fable 5 requires 30-day retention of customer data, a policy designed to enable rapid detection and mitigation of successful jailbreak attempts.

Anthropic complied with the directive but publicly stated it disagrees that the finding of a narrow potential jailbreak "should be cause for recalling a commercial model deployed to hundreds of millions of people." The company argued that applying this standard across the industry "would essentially halt all new model deployments for all frontier model providers." Anthropic said the action does not adhere to its stated principle that government oversight should follow a statutory process that is "transparent, fair, clear, and grounded in technical facts," and said it believes the situation "is a misunderstanding" and is working to restore access.

Per Axios, Commerce's letter requires licenses for export, re-export, or domestic transfer of Anthropic's models, with individually validated licenses for some transfers and financial and civil penalties for noncompliance. Axios also reported that Anthropic now faces both a Pentagon designation deeming its technology too dangerous for government use and a Commerce licensing regime restricting foreign access - a compounding set of regulatory constraints. An administration official told Axios the lockdown may last "the next few weeks" while security concerns are evaluated.

Observers should track whether Commerce formalizes the licensing process, the scope of individually validated licenses, and whether similar directives are issued to other frontier model providers. For enterprise customers and international partners, key questions include continuity planning if the suspension extends and whether Anthropic's technical rebuttal - including the GPT-5.5 comparison - influences the regulatory outcome.
