South Korea Drafts SMR Enforcement Decrees

South Korea's Ministry of Science and ICT has begun preparatory research to draft enforcement decrees for the new Small Modular Reactor (SMR) Special Act, which the National Assembly passed on Feb. 12 and still requires Cabinet approval and presidential assent. The ministry said the study, slated in its first-half 2026 nuclear policy projects and possibly starting mid-March, will analyze U.S. and Canadian licensing cases and propose measures to accelerate SMR commercialization and support AI infrastructure.
Key Points
- 1Initiates preparatory research to draft enforcement decrees after SMR Special Act passage on Feb. 12
- 2Establishes legal framework mandating five-year SMR plan, promotion committee and R&D zones
- 3Enables accelerated SMR licensing and deployment to support AI infrastructure and high-demand industries
Scoring Rationale
Significant national policy driving SMR commercialization and AI support, limited by geographic scope and pending implementation details.
