Philippines Expands Retail Aggregation Program Benefits

Philippine regulators expanded the Retail Aggregation Program (RAP) when the Energy Regulatory Commission announced lowering the aggregation threshold to 100 kW effective June 26, 2026, enabling condominiums, subdivisions and smaller groups to collectively choose Retail Electricity Suppliers. As of late 2025 there were 37 aggregated groups totaling nearly 31 MW and DMCI Homes pilots covered over 25,000 residents; the change aims to reduce generation costs and broaden access to renewable power, though small unaggregated users may remain excluded.
