Pakistan Builds Semiconductor Ecosystem And Capacity

Federal Minister Shaza Fatima Khawaja said on Jan. 29 at IIUI that Pakistan’s National Semiconductor Policy, issued last year, prioritizes chip design, education and OSAT development before capital-intensive fabrication and seeks regulatory clarity, IP protection and a single-window facility. The government will procure EDA tools (including Cadence), create nine university semiconductor clusters, train about 7,200 engineers, and develop semiconductor- and OSAT-ready zones to boost industry capacity and national security.
Key Points
- 1Announces National Semiconductor Policy focusing on chip design, education, OSAT before fabrication
- 2Procures EDA tools like Cadence and creates nine university clusters to train 7,200 engineers
- 3Builds semiconductor- and OSAT-ready zones, public-private partnerships, and international workforce deployment pathways
Scoring Rationale
Official national policy updates and concrete commitments drive score; limited technical depth and primarily national scope constrain impact.
