OpenAI's ChatGPT Ad Targets Draw Measurement Doubts

The concern is consequential because OpenAI's reported internal forecasts assume the advertising business will scale from an early pilot into a major revenue line within four years.
The product is moving beyond its pilot
OpenAI said on May 5 that it was expanding its ads pilot with a beta self-serve Ads Manager, cost-per-click bidding, agency and adtech integrations, and additional measurement tools. Those additions move the product beyond its initial cost-per-impression setup and lower the barrier for advertisers that previously needed larger test commitments.
The company's announcement is evidence of product development, not proof that the measurement problem is solved. OpenAI said it was still developing more ways to measure results. Digiday separately reported that early advertisers experienced underdelivery and basic reporting, even as delivery improved and OpenAI added conversion tracking and other capabilities.
Forecasts are not realized revenue
Axios reported on April 9, citing a source familiar with investor presentations, that OpenAI projected $2.5 billion in ad revenue for 2026, followed by $11 billion in 2027, $25 billion in 2028, $53 billion in 2029, and $100 billion in 2030. The same report said those projections assumed OpenAI's products would reach 2.75 billion weekly users by 2030.
Axios also reported that the U.S. pilot had reached about $100 million in annual recurring revenue in under two months. That annualized run rate is an early traction signal, but it is not the same as $100 million of recognized revenue or evidence that the longer-range targets will be met. The revenue curve remains a company forecast reported by outside publications.
What data teams should watch
The practical test is whether OpenAI can make conversational advertising measurable without weakening the trust that gives the format value. Campaign teams need reliable delivery, conversion attribution, brand-safety controls, and independent verification before moving large budgets from established channels.
For product and data leaders, the useful comparison is therefore not ChatGPT's audience alone. It is the pace at which its measurement stack, advertiser retention, and verified outcomes mature alongside inventory. OpenAI has demonstrated rapid product iteration; the evidence for durable, forecast-scale demand is still developing.
