India Proposes Royalties For AI Training

India recently released a draft proposal requiring AI companies to pay royalties when they use copyrighted Indian works to train models, recommending a mandatory blanket license fee tied to global revenue and an agency to collect and distribute payments. If enacted, the rule could force Meta, Google, OpenAI and others to change deployment and licensing strategies and may prompt similar laws abroad.
