The State Department moved its internal chatbot StateChat from Anthropic’s Claude Sonnet 4.5 to OpenAI’s GPT-4.1 following President Donald Trump’s Feb. 27 directive, an internal document obtained by Nextgov/FCW shows. The switch reset the chatbot’s training-data cutoff to May 2024 from June 2025 and required employees to transition away from Anthropic models by March 6; Anthropic filed two lawsuits challenging the actions.
