Factory inventory is not deployed fleet capacity
Electrek characterized the 684 completed Ojais as vehicles retrofitted with sensors and ready to ship. That characterization should be treated as an external assessment: neither source provides a Waymo-confirmed deployment schedule, destination list, or operational status for the counted vehicles.
The Ojai is built on a vehicle base supplied by Zeekr and then integrated with Waymo hardware at the Mesa site, according to both reports. Business Insider reported that Waymo retrofits Jaguar I-PACE SUVs and Ojais there, while Electrek reported that supplier Magna performs the Ojai retrofits.
Electrek also reported seeing 12 completed Hyundai IONIQ 5 robotaxis in the August imagery, describing them as the first finished examples of Waymo's second purpose-built vehicle to appear at the facility.
Hardware scale and operational constraints
Electrek reported that Waymo's sixth-generation hardware suite uses 13 cameras and four lidars, with 42% fewer sensors than the prior generation. The publication also cited Waymo's statement that the suite costs less than $20,000 per vehicle.
